PAWTUCKET, R.I. – City Councilman Timothy Rudd Jr. on Wednesday introduced an ordinance regulating massage parlors and spas that operate as brothels, saying it is to “protect human rights and preserve neighborhoods.”

Pawtucket is now the fifth community in Rhode Island to pass such legislation, motivated by concerns about prostitution and sex trafficking.

“This ordinance is a very important step towards sex trafficking and allows law enforcement to tackle human trafficking,” Rudd said at the council meeting. “We have to worry about what’s happening here and right now.”

Five massage parlors operate in the city, including three just a few blocks from City Hall. Police raids and a 2009 state law banning indoor prostitution have had little effect.

All the companies operate in nondescript buildings with little more than signage, although services are advertised on adult websites and discussed in sex chat rooms.

So other cities took action. After seeing the success of Providence, Central Falls used an ordinance it approved last year to close the Palm Tree Spa this spring. Cranston Mayor Allan Fung recently signed the ordinance, and Coventry is holding a public hearing on its ordinance on June 22.

Rudd, who is a Providence police officer, credited Pawtucket Police Maj. Arthur Martins with the ordinance. Martins contacted him about it before he retired from the police department, Rudd said, adding, “It was something he believed in.” Asher Spa and Hair Salon is set to open its doors in the coming months.
